How to add user management permission to non site-owner user in attlassian cloud

I want to achieve role with all permissions as site-owner except billing information. Is it possible?

The JIRA Administrators have 2 levels, JIRA Administrator and JIRA System Administrator (higher). They are defined in the JIRA Global Permissions. The different is detailed on the link below (i'm not sure on the billing information) but it will be best if you can test with 2 accounts and see if you are happy with it.
