Welcome to the community !!
Open the Jira ticket link and scroll little down, you can find "Add a comment" text box. If you are not able to find it, it means you are not granted "Add comment" permission on the Jira project. Contact your local Jira admin for the access.
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
