We are using free plan. It seems that there can be only 1 admin with rights to perform certain tasks, like deleting tasks from Backlog.
1. Is amount of "full admins" limited to one?
2. How can we change admin role to another person?

You need to assign an organization admin role to your user to have full admin rights. Check admin.atlassian.com , check for your organization, user management, find your user and assign them the org admin rights. if you don't see this option, you are not the org admin and Jira free might be limiting you with this.

To be a full admin you need to have Jira Administrator permissions along with Org Administrator.
For the later you need to be added to the org-admins group in User Management.
However, having said all of that, under the Free subscription, everyone has the same permissions - including everyone who you have invited. You cannot control that under the Free plan.
Also, if one person can delete, everyone can delete.

1. "Is amount of "full admins" limited to one?" - You can have more than 1 admin. Admins are of Product Admin / Site Admins / Organization Admin. Ref this about types of admin.
2. With above details, you can add/change admin permission from one to another. Product Admin/Site-Admins is permission is based on groups.
Now, about actual question 'delete permission' as per you, certain users are performing tickets deletion from backlog (assumption is actual task deletion from instance) - Since you are on CLOUD FREE PLAN - you cannot change the permission scheme to alter the current DELETE permission. Can a look for the permission for DELETE ISSUE and make changes accordingly. Also, in FREE PLAN, what one does is do-able by all (except admin permission actions)
You may create a board having filter as below, so any non admin can just add a label and it will be removed from your board itself.
project=XYZ and labels!='task-delete'
