How to add a role, how to add a new user to JIRA

The new format for JIRA is a total disaster. We can't create a new ROLE and the only option on the drop-down menu is Administrator. So we can add a person if they already existed in our former JIRA project, but only as an Admin, and we can't add a new team member at all. The documentation is out-of-date and inaccurate. Has anyone worked out how to use this abysmal new JIRA?  And has anyone got the home address of the JIRA CEO so we can FedEx him a message telling him his company has screwed up totally? The best option for JIRA is to return to the old version asap.

Are you on Cloud or Server? You need to go to System->Project Roles to add a role.
