We'd like to add to our Kanban board a column like the 'Selected for Development' one, with our custom category (VALIDATE) and status (In Testing).
We've created the VALIDATE category like this: cog-->projects--> project categories -->add new project category--> save : the category was added to the View Project Categories table.
When trying to add new column or add new status in 'board settings' or Issues --> 'issue statuses' we still only see In Progress/ To Do/ Done categories

The status category is a fixed list, you can't add any more to it. So you will find that you cannot do this. You can add whatever columns you want to your board, but not into different categories. This category is actually a flag on the status. The three default columns are just to get you started!
You have added a project category, which is used for grouping projects togther into logical batches (like a product, or a type of customer, etc)

I suspect you'll find that if you were to raise one for this, you will find it closed as a duplicate, and the one that you duplicated as closed with "won't do" though.

Short answer: that is not possible with out-of-the-box Jira.
Longer answer:
I believe you may be confusing Project Category with Status Category.
Status Category only has three values: To Do, In Progress, and Done. Those values are coupled to lots of Jira functionality and based upon responses to suggestions to add more, it is unlikely to happen Here is an example suggestion to add more: https://jira.atlassian.com/browse/JRACLOUD-63384
