I'm unable to access the user properties for Jira users in Jira Cloud instance. The knowledge base seems to be outdated as I can't find the "Edit user properties" in user management screen(as an admin). Could someone help me here?

What specific user property are you looking to edit?
I have noticed that Jira Cloud is changing very quickly around user management, and so the documentation is still catching up in a few areas.
From what I can see in my instance, you can now "Suggest Changes" to a user details (Email address, Name), and then the User either accepts them or ignore the changes.

Not that I know of, out of the box. However, a Marketplace app may be able to help you.
For example, I searched for "user properties" for Jira Cloud in the marketplace and came up with a few apps that might work, such as this one. (I haven't used any of them though) Might be worth it to test out!
