Within this Support article (https://support.atlassian.com/jira-cloud-administration/docs/enable-smart-commits/), it states that to control whether smart commits are enabled on new repositories, you have to access it via Administration > Applications > DVCS accounts.
On JIRA Cloud, I don't believe you have the option to access "DVCS accounts". All that is available is to "Manage Apps" and the Github to JIRA section (our preferred source control tool).
Can anyone point me in the right direction here?

Also, FYI, although Jira Cloud also has a DVCS plugin bundled, it does not work integrating with GitHub natively ( Only Atlassian's dev tools ), so Atlassian needed to create an app to exclusively integrate Jira Cloud with GitHub, being this the reason why you need to install the app Github to JIRA
