I looking for how to make a report summary of my all project that contain progress percentage for each project, and i can filter progress from specified sprint. there is a jira feature or application to archive that report

There are some, but you need to define what you think of as "progress".
Many look at it as a "percentage of completion", but a percentage is not a value, it is a ratio measure, and not useful as a directly entered progress measure.
The question is what are you measuring? Number of issues open vs closed? Story points completed? Sub-task completion (a story could be 0% progress when it's got 10 sub-tasks, 50% when 5 are closed, 100% when all 10 are done)?
maybe i can calculate progress from sub-task completed but Is it possible to make a custom measure so it can be adjusted according to my needs

Yes, you can create whatever measure you want. Most people use the sprint estimate (and that's usually story points or time estimate)
