I want to know if it is possible to sync JIRA hosted between 2 different companies. The client is using JIRA Software Cloud and the Solution provider is using JIRA Server hosted on their on-prim cloud. Is there a way to sync the status transition between two different JIRA accounts.

Yes.
You could build your own systems with a bit of scripting or automation, but I would strongly recommend that you look for one of the apps that has been built to do this. Have a look in the marketplace for "sync".
I will, of course, recommend Scriptrunner-connect for doing a more bespoke thing (and it is not limited to Jira to Jira sync), but I have also had great success with K15t's Backbone , Exalate, and Watchtower

I would also recommend you to use an integration solution in this case and Exalate could be a good fit here!
It is a fully decentralized bidirectional integration solution which can sync Jira Issues between multiple Jira Instances(Cloud, On-Premise) and it's also very flexible and customizable as it provides you a Groovy-based scripting engine and you can control the data flow on each side separately.
