I am trying to add a new project role by following the guide here;

Adding a project role
To define a new project role:
Choose > System.
Under SECURITY, select Project roles. The Project Role Browser displays, which contains a list of all the project roles in your Jira site.
Under Add Project Role at the bottom of the page, enter your desired role's name and a description
Click the Add Project Role button.
However, once i open settings - system, i do not have project roles under security therefore i cannot add any new roles. I am a Jira administrator.
I think with all others leader said you have enough informations to achieve what you need, i will just add that you can also press the dot button to have access to the dialog box and type "project roles".
Judging by the screenshot it looks like you are on server? The document however is for Cloud which will not be the same.
On Server you can get there through:
<cog icon> -> System -> Security: Project Roles
but that depends on your version too.. they like to move these arround.

Another way to get there quickly is to go through the keyboard shortcut "gg" and then type "project roles"
