How often does Jira check POP3?

Our JIRA install is logging an error about twice a minute:

[1CE4:000A-3130] 08/22/2019 08:31:00 AM POP3 Server: Unable to open mail file for <Server Name>: Unable to obtain exclusive access to maildrop

A check on the error shows that the server is checking for new mail about every 30 seconds or so. I would like to change this to check for mail about once every 5 minutes but cannot find the setting in the admin panel.

Clarification:

The JIRA server is checking for POP3 mail on another server. It appears to be hitting the server about twice a minute, which is excessive.
