I am deactivating suspended and non-active users to free up licenses. How long before those licenses are available to assign to a new user? Typically or on average?

When you deactivate a user within Atlassian cloud the licenses they consumed should become available immediately.
Are you not experiencing that?

It typically takes 24–48 hours for the license count to sync and reflect the freed-up license. This is due to license count caching on the backend.
Contact Atlassian Support if count doesn't update after 48 hours
