The short answer is 'quick'. Create an Atlassian account, sign up for Jira Cloud and choose the most suitable plan. If you take your time ...it might take 1 hour.
After this starts the real work which is the first configuration, user management, setting up your projects etc. This wil lvary depending on your knowlegde of the cloud solution.
