How is it possible to create an issue, which is only viewable by the user who created the issue and some other defined users

I would like to use JIRA as follows. Users can access JIRA as public users, i.e. they can create a JIRA account and password by themselves. Then all these users get access to a predefined frame in JIRA. This can be done already in JIRA. Now, how can it be managed to allow users only to view the issues they created themselves in the frame plus some other users who can see all issues in the frame?
