How does user pricing work for Jira?

Here is my scenario: I have 25 people on my team, but I only need 6 people with access within the system as admin to edit projects, workloads, etc. Note: I need 25 people within Jira that I can assign projects/tasks and log hours. Will I need to pay the price for 6 users or 25 users?

Hi @John Mitchell ,

The split between those users will be done based on the permissions within the project.

If however all 25 users need to be the assignee/log hours they will all require a license. Being able to work on issues (which is implied by assignee/log hours) they require product access and thus be licenced. 

If you really want to work around it you could add a custom user picker field to be your custom assignee but then you're still stuck on log hours.Those would then need to be done by one of the users with a license so it becomes a lot more hassle than it's worth imho
