Hi Will. I think you are talking about one of the JIRA instances that I created/support/maintained. Please do not disclose this project and contact the project admins internally.

Usually, click on "assign", but that assumes that you have the "can assign issues" permission in the project.

Also, what's a "bugbounty" issue?
