How does licensing work in a federated environment?

would the enterprise need to purchase a user license for each separate JIRA instance?

If all our instances connect to single Crowd, could users be counted only once?

We are looking at splitting a large corporate instance in 2, but don't want to double the cost...

any suggestions?
