How do you rank the backlog?

When anyone on the team can drag and drop the issue in the backlog how do you maintain the ranking set by the Product Owner?

Ranking issue is tied to the permission called 'Schedule issues'. Look that up in your project permission scheme and grant it to product owner and certain other people only.

Having it open will cause a lot of problems in maintaining the rank
