How do you get Member and Viewer Role in the next-gen board?

How do you get Member and Viewer Role in the next-gen board mention in the guide? I only have Administration available.

Welcome to Atlassian Community!

When there is only the Administrator role available on a next-gen project, it means that you are using a Cloud Free plan. 

On the Free plan, anyone added to Jira will be an administrator on Software projects, because it's not possible to manage permissions.

Checking the details of your site, I can see that you upgraded your plan to Standard today, so you should be able to add users as Member or Viewer now.
