Not directly, because JQL is for finding issues.
Closest I can get you is to run "sprint in openSprints()", save it as a filter, then use that filter in a "issue statistics" gadget, selecting "sprint" as the field to group by.
This will miss sprints that have no issues in them yet, but should get you a list of all open sprints with issues.
