How do you delete users in a project?

How do we remove the users who are no longer on the project but still in Jira. Right now even if we remove people, their little circle with their photo or initials still show up at the top. How do you fix this?

If the user has ever had any issues assigned, reported, etc by them then the avatar will still show. I don’t think there is a solution for this.
