But it is not how it works on the Jira that I am using. I would like to add a release not to a release version in Jira? Can you please assist with the steps?
You do need a Confluence subscription, if you want to use the support KB article.
This can only work with a Jira/Confluence combination, not with just Jira and not on a free tier instance.
@Joe Pitt offers a simple solution just in Jira, but if you want more, based on that article aquire Confluence and on a purchased subscription.

We use Jira for several documents related to a release. We create a Task issue with a summary name of something like Release 4.1 Documents and then subtasks for each document to be created with an appropriate summary and assign it to the person creating it. If all you need is release notes, just create the task issue and either put the notes in the description or attach a document with them.
