How do you add an assignee to an issue?

We are unable to add any assigness - other than the administrator - to an issue. However all users appear to be possible candidates for the role of reporter.

One should have "Assignbale User" permission before you can assign issues to them. See https://confluence.atlassian.com/display/JIRA/Managing+Project+Permissions
