How do we do we do 10 % random sample for each of the assignees in my project?

Hello everyone, I have been working on a data project and want to do quality check of the work done by members of the team. I want to take 10% random sample of each assignee and create QC Jira items for the same. Not sure how to execute in Jira project on a live basis. Would appreciate any help/suggestion.
