You don't have to delete the user entirely. You just need to revoke their access to your product.

If you have a Cloud organisation domain verified and accounts claimed – you can start a trial for our User Management for Jira Cloud or User Management for Confluence Cloud connect to your Organisation and run User Insights report to see who of your 207 users are inactive.
You can then select them in Bulk User Actions and deactivate or un-license in bulk.
You don't have to purchase the app, on trial license it's fully functional – just leave us a review on Atlassian Marketplace
