HI
I have a number of issues with one lead person and 2-4 people working on the project as well.
I need to have all of the people attached to each issue.
How do I do this??

There is no intent to have a single issue assigned to multiple people in Jira. Each piece of work should only be assigned to a single person.
Having said that, you could create a custom field of a multi-user picker type and add multiple people there.

What problem are you actually trying to solve? What do you need to do with this issue and those 2-4 people if you could attach them to it? Do you need to send notifications to them about the issue? Do you need to track the work they do related to the issue? Do they need to be included in some report that relates to the issue?
Have you considered creating child subtasks under the issue and assigning those additional people to the subtask that represents each one's contribution to the issue?

We had a similar problem and went with the option that @John Funk mentioned. It's not intended this way because it can sometimes be confusing on who then is really responsible to make this task happen. But it is helpful to see who is all working on this task.
To avoid confusion on who is responsible we set an internal rule that the assignee is always the main responsible person. The others assigned to the task also work on it but are not 'the manager' of this task.
That's really helped us.
