I would to add the category field to my screen. How do I add it?

Yes, you have to be a Jira Administrator.

You can also add a field to a screen if you are a project administrator, but there are restrictions on screens. You can find about restrictions here:

Go to the Restriction for editing project's screens part.

exact details depends on whether you are on Server or Cloud but basically...

navigate to project > Project settings > screens > edit the screen associated w/ your situation (issuetype, screen type: create, edit), click the edit (pencil), click the link under Screen column, go to the bottom and add field

ah... as Alexy points out if the field doesn't exist then you must create the field first. :-)
