I am receiving an email every time an issue is created and assigned to me in Jira. How do I turn off these emails?
You cant on your own. Talk to your project admin about tuning the notification scheme to be less email heavy.
Additionally, it's more of a band-aid but you can setup an email rule if available in your mail client to drop it into a separate folder.

A user with Administrator permission is able to turn off the email notifications.
On the other hand, you could still receive notifications in a smart way by using Email Notifications Digest This add-on enables JIRA users to group JIRA notifications and send them as a digest at a scheduled date/time.
You will get a single digest email with the updates specifically for you.

One of my team members was pulled off a project recently. He still receives email notifications from that project. Is there a way I can disable his email address from receiving email notifications from that jira project?

Clementine now offers you this option for both Jira and Confluence. I got this message when I logged onto Clementine this morning:
"Remove the double up Now you only need one place for Jira and Confluence notifications, Clementine. Allow us to turn off your email notifications to reduce your workload and keep you focused"
