Select the product so a search to see if there is already a suggestion for what you are submitting. If there is then vote for it. If not create one.

As I advised in this thread, Atlassian removed the ability for the general public to add suggestions or bugs directly to JAC a few years ago.
All suggestion / bug logging now must go through the Atlassian support team, which is only available to customers on paid plans.

@Sunny Ape that is true for cloud products. Data center is still able to submit. I am assuming this is for data center by the tags.

@Brant Schroeder I think you might want to try that for yourself.
Log into JAC with an account that is not a Jira DC admin account or registered with Atlassian as being the Technical Contact for a company using Jira DC (IE an email address of a member of the general public, as I stated), then go to the JRASERVER project, and try creating a new suggestion or bug directly.
