How do I submit a BUG to an External JIRA board?

I want to create a JIRA BUG and assign it to an External user and have the Bug show on their JIRA Board on a different JIRA cloud account.

You would need to create the Bug in their system. Either do it manually, or have a look at creating it with a REST call from one of your systems.
