Is it possible to share/add participants on a ticket that I created on project that I'm not a member off. Because its seems only the members of the project have access to share/add participants on the ticket that I created
What changes does the administrator need to make to make this possible ?

Are you talking about issues in a Jira Software project or a Jira Service Management project?
"Participants" is a field used only with Jira Service Management projects. If you are referring to a Jira Service Management projects and you are only a customer of that project, then the administrators of that project and/or the Jira site have not configured it to allow customers to share issues with others. The specific changes they would need to make would depend on what level of sharing they want to allow.
If it is a Software project and you are talking about Watchers, your ability to modify that is based on project permissions. It would be up to the Jira Administrators (for Company Managed projects) or the individual Project Administrators (for Team Managed projects) to adjust the permissions of the project to allow you to add Watchers.
