How do I set up email notification?

I need to set up email notification based on the default scheme but the Outgoing mail screen is not available to me to set up. I am not getting emails for any events.

It turns out each project needs the email notification scheme selected. Go to Administration>Projects>ProjectName and under the Notifications heading click none and then Actions>Select Scheme.
