How do I set reduced team capacity in the Portfolio improved interface?

I am using Portfolio and identify team absences to get a more accurate capacity for future sprints.  In the Improved Interface I do not see a way to identify absences or reduce a sprints capacity.   It does even seem to recognize the absences I have identified in the old interface.
