So i want to set custom velocity for future sprints. Right now, if I set 30pts velocity for my team it's set on all the sprints.
You don't get to set a velocity because you would be telling lies. Velocity is calculated from data about what has happened, it's not something you guess at.

No, Jira Software calculates velocity, you don't need Advanced Roadmaps to calculate it.
For capacity allocation, you have to actually go through a couple of sprints, essentially guessing at the first one and then using the results to refine your estimation and capacity to something more realistic than a guess. You probably should not be doing PI planning until you have been through some sprints, enough to have refined your estimations.

I understand the concepts but my use case is different. What if in future iterations some people are missing? I want to adjust future sprint velocity accordingly
