I am a scrum master and the product owner wants to track the team's time spent and create a report based on the amount of time the team spends on a particular epic or issue label. Is this possible? He does not want a report of story points based on epics/labels. He wants to know exactly how much time is spent by a team member on a specific issue/task/story to completion.
The team has started to estimate the time spent in each issue but I don't know how to run a report on time spent under an epic and label. Is time spent a canned report? Is it easy to track time spent under a particular epic or label or component?

With our Jira cloud app Quick Filters for Jira Dashboards you can create statistics with time spent and any other numerical field.
In the example below you can see the Quick Two Dimensional Filter Statistics gadget, which sums up time spent per issue type/component. It's also possible to configure the statistic for other issue fields.
You can also sum up number fields with our Quick Pie Chart and Quick Issue Statistics gadget.
On our demo dashboards you can test the basic functionality of our app.

Yes and no to your question.
You can always create a filter for all the issues you want to check and then place a gadget on a dashboard to look at the logged time, e.g.:
The tricky thing is how your PO wants this report. If he/she wants a more detailed and granular report, then jira itself can't provide that and you must turn your attention to an app. If the above breakdown helps, then you can always prepare a similar dashboard and let your PO log in and see whenever he/she wants the report.
On the other hand, you can always find the issues, export them and then process them on Excel.
