How do I make someone a Super User?

We only work in Jira Software and all of the information I'm finding relates to Confluence. Can I make someone a Super User in Jira Software only? We don't subscribe to Confluence.

You cannot get "Jira System Admin" in Cloud, it is reserved for Atlassian only.  The highest you can go is "Jira Admin" (and "Site Admin" if you want to let them maintain the whole site - even if the site only includes Jira).  To do that, add them to a group that is named for "Jira Admin" in "global permissions"
