In the former version (which I've just been switching back to) I was able to lock permission to view comments so long as the board had updated security settings.
With the new UI I haven't been able to find a way to lock the comment so only specific groups can see them.
The permission scheme is already restricted. In the old UI we had more granular capabilities in regards to locking comments within a ticket to restrict to only Admins or the Team in general depending on which permission scheme was in use.
With the new UI JIRA seems to be trending towards the options to lock comments in tickets is gone no matter the permission setting.
If I switch back to the old view I can see the option again, but I worry about what will happen when they permanently move to the new UI

This is not a configuration issue. I am able to lock comments using the old UI. It is only an issue when using the new UI.

New UI is not finalized yet @Lauren Donnelly, hopefully Atlassian will keep that feature available.
Let me see if there is a ticket open to vote on it
