How do I list unlicensed users

JIRA Billing has a page to list licensed users, and a page to list all users, but that page does not indicate licenses.

How do I list all users NOT licensed?

There's no easy way to do this actually. Probably because it's not important - I'm not sure there's a lot of need to get a list of inactive users.

You'll need to get the list of all users and subtract the ones who are active.
