How do I link New Feature to Issue Type

While creating a new issue in the  backlog item category when I create the issue I don't see the option of "New Feature" under the Issue Type Category.  "New feature" is a standard JIRA Built in label. How  do I push it to be available?

You need to add the issue type to the project.

project settings > issue types, click Actions and edit issue types drag the issue type from the right to the left. Note this is for cloud, if on server your mileage may vary.
