Scroll down to the bottom and click on the Configure link. Then move fields in the Context area down to Hide when empty - or even remove them from layout by dragging them all of the way to the right.

I would create separate screens for Create and either Edit/View or Edit AND View. Then add your fields to the create screen.

I am lost John, as above, basically for project MANSCM, then "issue type" Logistics request, I want to be able to add the selected fields as above. So these fields must specifically only be for the above project & issue type. Can you guide me?
