The issue is likely the <a href> HTML tag itself, Jira's Send Email action supports plain text and basic formatting, but wrapping links in raw HTML anchor tags often gets stripped or just doesn't render depending on the email client and how the action processes the body.
Try dropping the smart value in as plain text instead, most email clients auto-linkify a bare URL:
{{issue.url}}
Or if you want clickable text without HTML, some setups support Markdown-style formatting in the body:
[{{issue.key}}]({{issue.url}})
If neither renders as a clickable link, check whether your Send Email action has an HTML/Rich text mode toggle, some versions let you switch between plain text and HTML explicitly, and the anchor tag would only work if that mode's turned on.
I've built something similar before for a reminder-email rule, plain {{issue.url}} on its own line worked reliably without needing any HTML wrapping.
