How do I have the description to be displayed when the user hover on the "i" icon of custom fields?
I have tried to update in:
1. Custom fields > Edit details > Description
2. Custom fields > Context and default value > Edit context > Configuration scheme label
3. Custom fields > Context and default value > Edit context > Description
But none of the above works. It is just displaying the field name.

Where are you seeing the "i" near a custom field? Can you provide a screen image demonstrating that? I don't see it in either the Create Issue dialog or when viewing issues and editing fields.

Thank you for that image. I wasn't seeing the "i" because in my test environment most of the custom fields don't have descriptions.
The last place to modify the text is in the Field Configuration associated with that issue type in that project. The Field Configuration are initially populated with the field description defined globally, but thereafter changes at the global level don't synch down into the Field Configurations.
That would apply only to Company Managed projects since Team Managed projects don't use Field Configurations.
What type of project does this concern? You can get the project Type information from the View All Projects page under the Projects menu.
