How do I give a user, access to User-Management only (Without Jira-Administrators Privileges)

A user request to run queries (users memberships - username/email/logins/memberships).

I need to encapsulate this 'User-Management' screen without giving him Jira-Administrators permissions on platform (JIRA Version: 6.4.12).

 

Also, we try this way (e.g):

http://jira.domain.com/rest/api/2/group?groupname=GroupA&expand=users

No, not if you're just using the JIRA internal directory on JIRA Server.  Note that to make those REST calls, you'll need to do them with an administrator's account
