Than you everyone for your answers. I just wanted to confirm that it is a defect.
Hello @Dan Roman
Welcome to the Atlassian community.
What screen are you on when trying to access that Export functionality?
What browser app are you using?
Do other users have the same experience?

I am trying to get the link for csv export, as you can do for XML (right click menu).
For some reasons the first few options have a different right click menu than the last ones.
First of all it is confusing, second you can't use the pagination to get more than 1000 records when you have a large project. The solution (from Atlassian) is to change the Jira configuration, something that a project team member can't do.
Answers your questions:
1) I try to export the results of a filter. (filters)
2) I tried for the last couple of years in Chrome and Edge in multiple organisations and on Windows 10 and 11. It is definitely a Jira 'feature' that it is browser independent.
3) From the questions found on forums, everybody has the same problem. It is by design
The problem, that I know for ages, is that you can't export all the 'issues' if your project is large. Exporting to Excel is the best (free) option to overcome reporting limitations (like an out of the box bar chart).
I can't find any recommendation on the official Jira documentation.

How to export over 1000 results in jira cloud (Atlassian.com)
1. Click the Export dropdown menu. In the developer tools,
2. Go to the 'Network' tab, select 'Fetch/XHR'
3. Enter views in the filter.
4. Next, refresh the page and select the Export dropdown menu.
Copy the URL from the link field of the corresponding export option in the ‘Preview' tab
Step 4 doesn't work for CSV, because the copy link option is not in the right click menu

Using Chrome, from the Filters / Search screen in Jira Cloud, clicking on the Export option then right clicking on the CSV option I see the "Open Link in new tab" option.
When I click that option the URL does appear in a new tab and I am able to copy it.

Hi Trudy
My question is simple and clear 'How do I get the link for CSV export?'. The export works, limited to 1000 records.
Thank you for your response but I am not looking for a workaround.
The link needs to be changed to add pagination to overcome the limitation to 1000 records.
The version of Jira that I use doesn't have the option 'copy link address' for Excel and CSV. It has a different right click menu for XML, RSS and Word.

Hello @Dan Roman
Thank you for that image. From that I can now tell that you are using the new search experience while I am using the old search experience.
As a work around, you could go back to the old search experience to get the right click menu that will include the ability to open the CSV export in a new tab.
Alternately, you had cited these instructions:
How to export over 1000 results in jira cloud (Atlassian.com)
1. Click the Export dropdown menu. In the developer tools,
2. Go to the 'Network' tab, select 'Fetch/XHR'
3. Enter views in the filter.
4. Next, refresh the page and select the Export dropdown menu.
Copy the URL from the link field of the corresponding export option in the ‘Preview' tab
Step 4 doesn't work for CSV, because the copy link option is not in the right click menu
Those instructions came from this page, I believe, from the Workaround 2 section.
https://confluence.atlassian.com/jirakb/export-over-1000-results-in-jira-cloud-779160833.html
And what they are referring to, I believe, is the following (which I got while using the new search experience, as you are using). This is leveraging the browser Developer tools. I did this in Chrome. You don't need to right-click on the export option to get this.
I'm not sure what you mean by you are not looking for work-arounds. These are the options available for getting the link.
If you would like to raise a change request directly with Atlassian to ask for some different method of getting the link, you could do that by opening a Support Case or by clicking on the Feedback option under the Jira Help menu. Since this is primarily a user community, it is not necessarily the best way to get your feedback to Atlassian.

Thank you but, as I mentioned, I am not looking for a workaround. I have a few (none of them in the Atlassian documentation). I was hopping that someone from them will notice that there is an 'undocumented' feature and fix it.
Jira is no longer a tool for software testers; they should not assume that all users can find and use workarounds that require some technical knowledge.
