How do I get full permissions from another team member?

My coworker has created and paid for Jira account and invited a few people, including me. Since I am the one responsible for projects I need full and unobstructed access to the functionality of Jira (i.e. I need an opportunity to use other templates than default "Agile" when creating a new project). It frustrates me, when such impediments to my productivity exist in my routine. Thus I am asking how to get all the necessary permissions?

Your co-worker probably has the admin rights - they will need to check the permissions are set correctly and then grant you the membership of roles and groups to enable the access they want to allow you.
