I have created a new issue type to sit on the board for instructions. I figured a bug would be the right move but maybe not? I created one and it was on the board at first then disappeared. I am using a team managed business project. I would just make a task however, the task has a bunch of required fields for other things. How should I go about making this appear on the board? It would just sit in the To-Do status (ECR EVAL) of the board.

Do you Bug and Task issue types share a Workflow? Business projects can display only one workflow's issues at a time in the board. If your issue types use different workflows then you have to toggle back and forth between the two.
If you have more than one workflow you'll see this option:
When you click on Workflow you'll see something like this, with a line for each workflow in your project, identifying the issue types that use the workflow. The currently displayed workflow has a checkmark. Click on any of the others to change the display to showing those issue types.
