I have read the release notes for 4.3 and the deep dive blog post as well as the syntax help but I still can't get a result.
What am I missing or not doing correctly
What I think is also confusing and should likely be included in the documentation is that:
(1) Most people order top down in Greenhopper. So your next version is at the top followed by subsequent versions for completion beneath it. It doesn't have to be that way, but I would assume that is how most people think on it, because too many versions fall to the second page (and why would you want the version you are currently focused on on the second page).
(2) Ordering in Project Admin does not seem to affect or correlate with Greenhopper, and you need to order bottom-up in order to get your earliestNextVersion to work. In other words, the version you are next going to work on needs to be at the bottom of the list with subsequent releases on top of it.
(3) If your next version is a parent version (as defined in Greenhopper but in the Project Admin order), it pulls all children versions into the filter.

nevermind i just saw this in the docs:
Note that the "earliest" is determined by the ordering assigned to the versions, not by actual Version Due Dates.
