How do I ensure a scrum Velocity report shows commitment with Completed & Burndown shows a Guideline

One scrum board, velocity chart shows a grey Commitment bar along with a green Completed bar. Another board and reports do not show the Commitment info. 1) How do I ensure a scrum Velocity report shows Commitment stories with Completed stories, and 2) The Burndown is not showing a grey Guideline (or Ideal line), along with the red line of Remaining Values?  Thank you, maybe the timing of entering Stories into a sprint?

To get a Commitment bar/line on the Velocity graph or Burndown, it appears that after completing a previous sprint, 1st a team must drag their stories into the proposed new iteration, then when all set, or 'committed' to the work, a JIRA Admin hits the START SPRINT button to commence the sprint activities for the desired/selected timeframe (i.e. 2 wks is popular). That way the burndown Remaining Values and velocity Completed story points will track along the Commitment bars for comparisons, I believe.
