How do I enable a unique watcher per project?

There are projects in which certain people have to be setup as default watchers. Is there functionality in JIRA to do this?

There are a couple of ways to accomplish this:

You can create a "Role" and name it as Watchers then update your notification scheme to add this role.
Create a post-function to update the "Watchers" field (you may need to install the JIRA Watchers add-on).
