Are you on a monthly billing cycle or an annual billing cycle? You can get that information from the Billing page at https://admin.atlassian.com, if you have access to the information.
If you are on an annual billing cycle you can change your user tier when it is time to renew your subscription. You can ask about reducing the tier in the middle of a billing cycle, but you may not get any discount or refund for the difference in the cost. You would need to reach out to the agency through which you purchased your license, whether that is an Atlassian license reseller or Atlassian itself.
